Ontario Health Minister David Caplan has held onto his ministerial post in a cabinet shuffle made public on Tuesday by Premier Dalton McGuinty.
Critics have been demanding Caplan step down following a spending scandal at the provincial eHealth Ontario agency.
Among the moves, Sandra Pupatello will move into the Economic Development and Small Business Minister role and Harinder Takhar becomes government services minister.
